Louise Brittan

Runnymede Borough Council on 18 May 2018 at Guildford Crown Court successfully applied to appoint controversial Enforcement Receiver, Louise Brittain to collect the outstanding fine made against Mr Beach.

A few months before the May 2018 hearing, the council insisted that the default sentence for the non-payment of Mr Beach’s fine should be activated. Mr and Ms Beach were imprisoned for a combined 13 years by Dover Magistrates Court.

Mr and Mrs Beach’s property (Padd Farm) had sufficient equity at the time and in any event it was up for re-development with proof of funds already submitted to the court by Mr Beach's land developers.

However, Runnymede Borough Council insisted this evidence should be ignored by the Magistrates Court who proceeded to put the elderly couple away for 13 years. Yes, 7 years for Mr Beach and 6 years for Mrs Beach who had nothing to do with the business activities at Padd Farm.

Tenants Evicted

Whilst Mr and Ms Beach were in prison. Louise Brittain escorted by several burley bailiffs visited Padd Farm and evicted all tenants. Buildings were broken into and electricity supply cut.

Louise Brittain later argued that she ‘didn’t’ evict tenants who had a genuine lease. But she ‘did' tell tenants that Mr and Mrs Beach were in prison for alleged unauthorised rental of buildings. This naturally frightened the tenants who vacated Padd Farm as soon as they could leaving Mr Beach with no rental income to rely on.

Additionally, Louise Brittain confiscated the balance of Mr Beach’s personal bank account. Money which included incapacity payments for his son who is registered disabled. This young man now had nowhere to live with Runnymede Borough Council refusing to help him (because he was a Beach) and was forced to sleep rough in the streets.

With the onset of Covid. Enforcement Receivers and Bailiffs temporarily lost their powers. This must have been a very frustrating time for Louise Brittain who all along planned to transfer the property title of Padd Farm to her friends and co-conspirators at PHD Access by evicting the Beach family and selling the property to the Dwyer family as cheap as possible.

2018 Letter of Offer

We have been sent a letter of offer from PHD Access by Bernard C Dwyer for Padd Farm. The offer is not based on property market values but on what Mr Beach owed the council at the time. The only possible way Bernard C Dwyer could know how much the Receiver needed to raise is if Louise Brittan told him herself.

Mr Beach’s property was due to be sold to a land developer for an amount far in excess of Mr Beach’s fine.

Nonetheless, the Receiver proceeded to apply to Guildford Crown Court for the court’s permission to sell the property to "an anonymous buyer" the Receiver told the court adding “who wanted to 'stay' anonymous”. But our whistle-blower sent us the letter below confirming the offer was from Bernard C Dwyer at PHD Access.

Receiver discards offers for Padd Farm

The Receiver’s application failed and the Crown Court judge directed that the sale of Padd Farm should go to the highest bidder. From this point on. Louise Brittan ignored all thisr party offers.

Louise Brittain had no intension of selling the property to anyone else but the Dwyer family. Louise Brittain could have easily raised at least 3 times as much if she conducted herself in the proper manner.

A local estate agent circulated the availability of Padd Farm and found a party who offered £5,500,000 MORE than what PHD Access were prepared to pay. The link to the agent’s video promotion is HERE (link).

Many more offers were made and we have evidence that an offer of 3 (THREE) times more than the Dwyer’s offer had been received by the Receiver but BINNED by Louise Brittain.

A wicked crime of conspiracy to defraud by Louise Brittain against a vulnerable pensioner and his family punishable by up to 10 years in prison. We hope this exposé will help put her behind bars.

Eviction

On the 21 June 2012 Mr & Mrs Beach and their family were evicted.

Protesting that he was a victim of a conspiracy to defraud. Mr Beach barricaded himself at Padd Farm with gas canisters, petrol and threatens to blow himself up. Louise Brittain, annoyed that her scam will now come to light, goaded Mr Beach to blow himself up. Eventually sending in riot police. YouTube link HERE (link)

Title to Padd Farm was transferred to ‘PHD Access Properties Ltd’ by Louise Brittain shortly after the eviction with the Dwyer’s saving themselves at least £5,500,000.

It makes you wonder how much of a ‘gift’ Louise Brittain received for her services in this matter? Half a million pounds? A million pounds?

There are simply no words to describe people like Louise Brittain who is prepared to stoop so low just for financial gain. Oh wait, yes there is, EVIL.
