PHD Access PHD Access BRIBE customers and Councillors

Our first case study is a scaffolding company who openly advertise rewarding their customers with gifts in return for being granted contracts and the payment of inflated invoices.

PHD Modular Access Services Ltd is chaired by Mr Bernard C Dwyer who came to London from Ireland as a labourer. Mr Dwyer started his own company which went on to win large contracts such the scaffold surrounding the Elizabeth Tower, better known as Big Ben. Plus, many more prestigious contracts paid for by the taxpayer. Son Danny Dwyer is now CEO of the company.

Companies House reveals dozens of ‘resignations’ from the many companies the Dwyer’s have registered in the UK. Bet they were decent people who were forced to leave the company not wanting anything to do with the underhand and illegal way the Dwyer’s conducted business. Jane Dwyer, Aisling Dwyer, Sean Dwyer and Daniel Dwyer are the only named directors we could find fronting the numerous and seemingly legitimate businesses.

Our whistle-blower says 40% is added to PHD Access invoices with 10% going to the project manager or whoever is authorised to place construction works or approve invoices on behalf of their company or government department.

This could amount to a gift of cash, holiday, jewellery, a car or even a new home for the project manager or department head. No wonder the Dwyer family have gained such a large and prestigious blue-chip customer portfolio in a short amount of time compared to other scaffolding and construction companies.

Padd Farm

Padd Farm is a 30 acre farm in Egham, Surrey which the Dwyer family are trying to turn into a commercial scaffolding plant.

Using their connections and inducement policies. The Dwyer family took possession of Padd Farm paying just a fraction of the market value for the estate while shamefully leaving the previous owners of 36 years homeless, forcing the pensioners to live in a caravan.

Mr Beach, the former owner of Padd Farm, was railroaded by Runnymede Borough Council to pay an extortionate fine which the council appointed an Enforcement Receiver called Louise Brittain to collect.

Prior to the Receiver’s appointment. Mr Beach had provisionally sold his farm to a land developer. Therefore, the Receiver was directed by a Crown Court judge that this deal must be given a chance to play out.

Louise Brittan

Louise Brittan (pictured above) from azets.co.uk is the Receiver appointed by Runnymede Borough Council.

Despite being ordered by the court to give Mr Beach’s land developers a chance to make the purchase. Louise Brittan reached out to PHD Access and informed them that Mr Beach’s total debts were £1.95m and she had no intension of letting the deal with Mr Beach’s land developers a chance to complete.

Lowball Offer from PHD Access

The letter from PHD Modular Access Service displayed here is a letter from Bernard C Dwyer offering to purchase Padd Farm for, you guessed it, £1.95m. The offer is NOT based on property market values but on Mr Beach’s total amount of debts including the extortionate fine imposed on Mr Beach by Runnymede Borough Council.

Louise Brittain and the Dwyer family knew very well that the 32-acre estate in the ward of Virginia Water (link) is worth considerably more than £1.95m.

The offer is to Mr Hugh Dorins, senior management at the SIA Group - the Receiver’s selling agents. Who, with the support of Louise Brittain, you will see made sure the property will eventually be transferred to PHD Access at a price 'so low' the Dwyer's didn’t even need to view the property or conduct any surveys or due diligence of any kind.

Despite being ordered by the court to give Mr Beach’s land developers a chance to purchase the property. The Receiver applied to Guildford Crown Court for the court’s permission to sell the property to "an anonymous buyer" the Receiver told the court adding “who wanted to 'stay' anonymous”. But our whistle-blower sent us this letter confirming the court application was in relation to the offer from Bernard C Dwyer from PHD Access.

Crooked Receiver Louise Brittain was well aware that Mr Beach’s land developers were due to pay £9.5m for Padd Farm. But Louise Brittain was hell bent on selling the property to her friends at PHD Access. But the presiding judge refused and directed Louise Brittain to market the property and sell to the highest bidder.

"Not having that" scrupleless Louise Brittain said to herself and instructed her selling agents (The SIA Group) not to accept any offers higher than what co-conspirators, PHD Access, were willing to pay for Padd Farm. No doubt, ensuring a nice little earner for herself?

An unconditional offer from an independent and reputable party of £9m was made for Padd Farm but it was SCUPPERED by Louise Brittain and her crooked selling agents the SIA Group. This was to ensure the property was sold to the Dwyer’s at a far lower price. A totally illegal agreement and a conspiracy to defraud Mr Beach out of £millions committed by Louise Brittain (azets.co.uk), her selling agents (the SIA Group) and Bernard C Dwyer assisted by his son and protégé Danny Dwyer (PHD Modular Access Services).

A wicked conspiracy to defraud a vulnerable pensioner and his family. Punishable by up to 10 years in prison. We hope this exposé will help put them behind bars.

Stolen Equity

PHD Access and the Dwyer family obviously think bribing civil servants and corporations is a victimless crime. But what about taking millions of pounds away from a family who invested in a property 36 years ago and who ever since have been working hard for a living?

Mr Beach and his family being evicted. With the remaining equity at Padd Farm transferred to the Dwyer family, Mr Beach and his family were left with next to nothing. Forcing Mr Beach and his wife to live in a small caravan. Traveling from site to site and to layby to layby. What a terrible thing to do to an elderly couple.

Stolen Belongings

After Louise Brittain evicted Mr Beach and his family. Bernard C Dwyer and Danny Dwyer stole Mr Beach’s belongings. Valuable items that were not part of the receivership but left at Padd Farm for Mr Beach to collect later. £50,000 worth of equipment were taken by the Dwyer’s never to be seen again.

To help ensure Mr Beach couldn’t take any type of legal action against the Dwyer family. The Dwyer’s went out of their way to make Mr Beach bankrupt.

Perjury

In an attempt to distance themselves from the fraud and theft. PHD Access hired very expensive solicitors who served a petition to make Mr Beach bankrupt.

Whithin the petition PHD Access claim that they didn’t even know about Padd Farm until October 2020 (see extracts below).

A clear lie by PHD Access as Bernard C Dwyer over two years earlier sent a letter of offer on PHD Access headed paper (see 9 November 2018 letter above).

Adding PERJURY to the list of crimes by the Dwyer family,

PHD Access claim that they didn’t even know about Padd Farm until October 2020. (But sent a letter of offer on 9th November 2018).

Financial Statement

The Dwyer family incorporated ‘PHD Access Properties Limited’. A new company setup specifically to hold Padd Farm as an asset. The image below is an extract from the latest Financial Statement recorded at Companies House (link) confirming the immediate profit of £millions for the Dwyer’s while pensioners Mr and Mrs Beach are are left penniles, homeless and forced to live in a caravan.

There are simply no words to describe people like the Dwyer’s who are prepared to stoop so low just for financial gain. Oh wait, yes there are, EVIL C*NTS.
