QUESTION: How do you get permission from the council to build commercial buildings, workshops and offices on green belt agricultural farmland?
ANSWER: Bribe a senior officer at Runnymede Borough Council.
PHD Modular Access Services are the new owners of Padd Farm or as it will be known ‘The PHD Centre’. The Dwyers managed to get their planning application to transform the farm into a commercial complex approved by the council.
A planning application including metal fabrication, scaffolding storage, HGV parking and movements up to and within the farm were approved by Runnymede Borough Council despite many letters of complaint from local residents.

Many years ago. The previous owner of Padd Farm was approached by council officers looking for a bung. But being a man of principle, Mr Beach refused to pay the councillors.
Consequently, Mr Beach’s domestic, commercial and retrospective planning applications were all refused by Runnymede Borough Council.
In addition, and perhaps to teach Mr Beach a lesson. Councillors at Runnymede Borough Council launched a barrage of enforcement notices followed by litigation which eventually cost the pensioner his farm and who now lives one day at a time in a small mobile caravan along with his wife who is suffering with cancer.

However, it is possible to successfully apply for housing on the green belt for example, to help with the housing crisis.
Records will show that Mr Beach applied to the council to build affordable homes on Padd Farm. This application was refused of course despite the much-needed homes which would have been donated to Runnymede Borough Council with the added benefit of extra council tax income for the council.

However, the council are ok with PHD’s commercial application and the harmful effects of the many diesel HGV and other commercial vehicle movements going to and from Padd Farm or ‘The PHD Centre’. This logic by the council is initially non nonsensical until you learn councillors are being bribed by the Dwyer family. It’s only then the decision by the council to give PHD Access the go-ahead makes sense.
